Search Console can reveal the language people use, but an impression is not automatically a content assignment. A review queue adds editorial judgment.
Collect bounded observations
Export queries for a defined page set and comparison window. Remove personal or sensitive strings and note that low-volume queries may be withheld. Group phrases by the underlying question rather than by one shared word.
Test page fit
For each cluster, ask whether an existing page already answers it, needs a clearer section, or serves a different intent. Record supporting queries, current landing pages, and the proposed reader outcome.
Score the opportunity
Prioritize clarity of fit, business relevance, available expertise, and evidence readiness. Treat clicks and impressions as directional, especially for small samples. Send only well-supported candidates into briefing.
The content owner approves net-new topics and overlap decisions. The analyst maintains the evidence and can propose bounded updates. This keeps daily production connected to observed demand without allowing dashboard noise to dictate strategy.
